The author documents impressive efforts to improve habitat, but skirts the critical impacts of what increasingly appears to be archaic tribal harvest rights, and continued angling pressure, have on steelhead populations. One only has to look at the staggeringly skimpy return data over the past two decades to see that Washington’s (and Oregon’s) approach to steelhead management has failed.
